6247e19b05 Accepting request 1295544 from home:jfooken:branches:devel:microos:containers 
To ensure one can use GnuPG in the distrobox, as if it was installed on a
normal Tumbleweed install, dirmngr is required.  Without dirmngr, a user can
not work with PGP keys from remote keyservers i.e. for refreshing PGP keys.

Dirmngr is a recommended package of gpg2 via gnupg. Therefore, it is not
implicitly installed.

Furthermore, this change addresses a change in the URL of the upstream package
list
