- Consistently set USE_AVX_INSTRUCTIONS to ON for x86_64 archs and

|
to OFF for others for reproducibility (boo#1223168).
|
|
- Switch to older python_build, python_install macros since the
|
|
pyproject_* macros do not allow a way to send the necessary
|
|
options to cmake (using `python setup --no USE_FOO`).
