- update to 1.14:

+ Allow standard names for belarusian and slovenian languages, 
    thanks to Branislav Geržo for suggestion.
  + Reset strictness when check buffer less than file size, 
    thanks to Sam Liao.
  + Fixed typos in man page, thanks to A. Costa.
