Accepting request 99491 from devel:libraries:c_c++

Made requested fixes
- Have the -devel package provide -devel-static as well since it has .a files
- Changed the baselibs.conf to use the libs per openSUSE policy

I tried removing the %py_requires macros, but that resulted in an rpmlint warning that the necessary requirements are not provided.  Further, according to the wiki on python packaging this macro is still needed.
