- Switch to glibc based cross-compiler for target hppa

- disable go on loongarch64 for now

- Add loongarch64 to asan_arch, atomic_arch,
  itm_arch, lsan_arch, tsan_arch and ubsan_arch
- Add larchintrin.h, lasxintrin.h and lsxintrin.h
  headers to gccXY main package in %files section
