- Correct license and bundle license with packages.
- Misc spec file cleanups.
- Build with webp support if possible.
- Use autoreconf when possible to avoid issues with improper

- Rename package to match upstream name (gdal) - library is
provided as libgdal1 which matches shared libraries policy.
