    - Remove PHP and Ruby bindings.

  * Backward compatibility issues
    - The value of COMPRESSION_ZSTD used for ZStd-in-TIFF compression has been changed. 
      ZStd-compressed TIFF files produced by GDAL 2.3.0 will not be readable
