* Move to SLE/Leap python311 module: Old Python 3.6 is no longer
supported by qgis
* use gcc13-c++ (gcc7-c++ does not provide <charconv>)
* Update build dependencies according to cmake defintions in
order to make clear what is missing for SLE/Leap
