ghc-bootstrap binary archives with glibc 2.26.x to ensure
compatibility with SLE-15-SP1:

* ghc-8.4.3-s390x-ibm-linux.tar.xz [bsc#1130868]

intended to bootstrap ghc in the build system, and not for usage
on end-user systems. Using the same safeguard as with other
