- use ghc-bootstrap-helpers on all archs
- lower build env requirements on riscv64
* make sure we can build on smaller systems
* adjust parallelism so we don't hog big workers for almost a week
* many thanks to Stefan Bruens for pointing out the issue and
helping with the solution
