- Configure --without-libpaper disables libpaper support
because SUSE does not have libpaper. - Configure --without-system-libtiff enforces not to use the systems libtiff because currently (dated Thu Mar 15 2012) using system libtiff fails in openSUSE:Factory with "checking for libtiff with pkg-config... checking for TIFFOpen in -ltiff... no configure: Could not find a copy of libtiff on your system. Disabling tiff output devices." regardless of "BuildRequires libtiff-devel" which works everywhere except openSUSE:Factory.
