Accepting request 1096085 from home:dimstar:Factory

- Drop baselibs.conf: the biarch module is not used anymore.

gimp is built as pure i586 package in LegacyX86, but the provided -32bit
packages are not needed on x86_64 setups (in fact, they are not even
built outside of staging)
