1685ad7b19 Accepting request 1178272 from home:dimstar:Factory 
- Also provide glibc-locale-base-<targettype> from
  glibc-<targettype>: the package was merged in the baselibs.conf
  case, so the capability is there. Steam for one has a requires
  on the symbol (boo#1225809).
