- Make build reproducible:
  * Set GRASS_RANDOM_SEED for "random" colortable in documentation.
  * Use SOURCE_DATE_EPOCH for version instead of current date.
- Remove direct dependency on wxWidgets, dependency on Python
  bindings is sufficient.
- Drop some more extraneous build dependencies.

- Rename grass-docs to grass-doc to look more like the rest
  of openSUSE packages.
- Remove unnecessary Requires of the documentation. Reading HTML
  requires a browser at best, but not grass.
- Avoid name repetition in summary.
- Place files somewhere within /usr, not /opt.
(I am not sure /usr/grass76 is permitted, so I chose /usr/lib*/XXX,
which is what everyone else uses. %_libdir because the grass
installation fails to use a arch-specific (lib64) name itself)
