libgtk3 takes ~15 minutes to build, the API docs about 3 hours.

Putting the API-docs into a separate package removes 23MByte from a gtk3-devel install.

- Split API doc generation from main package using _multibuild,
  libgtk3 itself only takes a fraction of the time to build.
