0d3c3cc8be - Remove ringdisabled magic as hdf5 is no longer a ring package. 
This should resolve a number of problems in the review channels
  for Factory with packages requiring hdf5 libs.

Main reason to update is the addition/enhancement of 
H5Pset_libver_bounds():
