running guest that uses spice graphics
virt-manager uses both libosinfo and spice-gtk. spice-gtk is now
built to use libsoup 3.0 but libosinfo was still using
libsoup 2.4. Prefer libsoup 3.0 over libsoup 2.4 for Tumbleweed
and newer SLE versions.
