Accepting request 800944 from home:dimstar:Factory

- BuildIgnore malaga-suomi: libvoikko1 does not require
  malaga-suomi as long as we just want to build stuff.


This is needed tue to a bootstrap issue: if malaga-suomi would not exist, it can't be built:
  nothing provides malaga-suomi needed by libvoikko1

Luckily, it's not really required at build-time.
