- Package monitoring-plugins-bind9-sudoers as documentation.
Installing it to /usr/sudoers.d is possible, but would require
security approval. This was stuck in the devel prj for way too long
without anybody caring that it can't be submitted.

- add nrpe configuration snipplet (/etc/nrpe.d/check_bind9.cfg)
...
- add sudoers configuration example (/etc/sudoers.d/check_bind9)
-> both configuration files just contain comments and need to be
reviewed/changed by an administrator to their real values.
- switch recommend: sudo -> require: sudo
- Buildrequire sudo as well to be clear about the directory ownership
