b6ce1aa454 Accepting request 1319563 from network:utilities 
- Update to version 0.96
  * Change UDP and ICMP sockets binding to accept a source IP
    from the -a CLI option.
  * Adjust MIN_PORT to match other implementations.
  * Handle EHOSTDOWN and refine error handling better granularity.
  * Add braille graph support with --displaymode 3.
  * Use addrs for static host ordering in curses.
  * Add --max-display-paths option.
  * Add a compact mode in curses.
  * Implement ASN lookups in well-known nat64 prefix.
  * Set UTF-8 encoding for XML reports.
  * Changed how conflicitng first/max TTL works.
  * Increased max probes.
  * Add help info for option -E.
- Drop patch
  * mtr-fixoverflow.patch (included upstream 5908af4)

fix mtr build due to setuid bit changes

 Stop requiring group-membership in 'dialout' group to run mtr.
  Only run chkstat for the mtr-packet binary in %post and %pre
  since it's the only file that's supposed to be installed with
  capabilities (depending on security profile).

a2d71b9f52 - update to mtr-0.86 
+ Fix unnecessary runtime dependency on glib
  + Inverted IPINFO define in the code. Removes double negatives.
  + Fixed failure on IPv4 only systems when IPv6 was available at compile time.
  + Fixed (longstanding) bug that mtr used 100% cpu when paused.
- adopt mtr-0.76-manxmtr.patch
