- Add 2 upstream bug fixes for Silk:
  * opus-Silk-CNG-adapts-faster.patch: Silk CNG adapts faster to
    received packets with lower gains.
  * opus-Silk-fix-arm-optimization.patch: Avoid processing LPC
    coeffs beyond the given order in NEON optimizations.
