Sorry for the delay. It is not possible to contribute directly to pool.
Every devel repo has to create a corresponding project here on Gitea, but practically most of them have not done so yet.
Although I am the maintainer of graphics/oxipng on OBS, I have no permissions here. You should send future contributions to this package at https://src.opensuse.org/iDesmI/oxipng#factory
I have proceeded to update the package to 10.1.0 just now.
Yes, the new workflow is quite complicated. Have a good day!
