- Describe xmktime.c and pthread_barrier.h licensing issues. Workaround by
  continuing to remove the testsuite; (bnc#796448).
- Fix race conditions in pmie and pmlogger startup scripts.
- use permissions framework for handling the worldwriteable+sticky
  bit directories. (bnc#782967)
