In the near future, AB will require by default one of:
1. Secure https connection
2. Bundled pacakge (ie file:// URL)
3. Cryptographic signature
before extracting archives fetched off the internet. You can test
the new behavior yourself by setting
ALIEN_DOWNLOAD_RULE to `digest_or_encrypt`. More details can
be found in the Alien::Build::Manual::Security POD
