Gary Lin 70bd574185 Remove /var/lib/pesign (jsc#PED-14755) 
- Use /var/lib/empty as the the home directory of the pesign system
  user and remove /var/lib/pesign (jsc#PED-14755)
- Move '/run/pesign' to pesign-systemd which creates the directory
  in the post script
