Accepting request 894073 from server:database:postgresql

- Re-enable build of the llvmjit subpackage on SLE, but it will
  only be delivered on PackageHub for now (boo#1183118).

- Bump default version to 13 for SLE-15-SP3.

- Bump major version to 13.
- Bump default version to 13 in OBS.
