- "mangle" tests/run/cpdef_extern_func.pyx to allow package to build
for SLE_11_SP3 and SLE_11_SP4.
* cpdef const char* strchr(const char *haystack, int needle);
does not seem to match any from /usr/include/string.h
and fails for cpp tests via python runtests.py -vv
* cpdef_extern_func.pyx was not present in 0.21.1
