For Staging:I.

- Stop building Python 2 packages (we avoid also weird constructs
  with alternative noarch package).

- Update to 3.6.3.0
  * Close the inqueue and outqueue when terminating to avoid file descriptor leakage.
  * upgrade to pytest<6
  * Test against the latest Python 3.8 and PyPy3 release
