- Update to 8.21.0

* Fix pyproject license deprecation warnings
  * Drop Python 3.8
  * Use Python 3.11 for cibuildwheel
  * Build wheels for more architectures
  * Drop ppc64 architecture
  * Bump Python version since <3.9 is EOL
