- update to 7.3.1:

* The semantics of stars in file patterns has been clarified in
    the docs.  A leading or trailing star matches any number of path
    components, like a double star would.  This is different than
    the behavior of a star in the middle of a pattern.
    since 6.4.3.
- Handle cases where python2 is disabled
- add LICENSE.txt
- python3 package added
- minor spec improvement (files section)
