- Update to 1.3.0
* Dropped support for Python 3.7-3.8, added support for
Python 3.12-3.13 and PyPy 3.10.
* Removed ``_unicode_safe_getattr()``, deprecated in 1.2.0.
* Added ``pre-commit`` and formatted the code with ``ruff``.
* Many CI additions and improvements.

- Switch build system from setuptools to pyproject.toml
* Add python-pip and python-wheel to BuildRequires
* Replace %python_build with %pyproject_wheel
* Replace %python_install with %pyproject_install
