- Update to 0.8.3
  * pytest-runner is not needed for building the package
  * Fix AlphaMap definition in cdatrie.pxd
  * BLD: update identifiers
- Drop 99.patch, merged upstream
- Remove sed expression to strip pytest-runner dependency
- Use Python 3.11 on SLE-15 by default
