Accepting request 1160940 from devel:languages:python

- update to 7.1.0:
  * Improve import time (python/cpython#114664).
  * Make MetadataPathFinder.find_distributions a classmethod for
    consistency with CPython. Closes #484.
  * Allow MetadataPathFinder.invalidate_caches to be called as a
    classmethod.
