Accepting request 777950 from devel:languages:python:numeric

- Update to 0.48.0:
  * Many fixes for llvm/cuda updates; see CHANGE_LOG for details
  * Drop python2 support
- Add one more failing test to skip:
  * skip-failing-tests.patch
