- Update to 0.43.0:
  - Initial support for statically typed dictionaries
  - Improvements to `hash()` to match Python 3 behavior
  - Support for the heapq module
  - Ability to pass C structs to Numba
  - More NumPy functions: asarray, trapz, roll, ptp, extract
- Add skip-failing-tests.patch to avoid problems with possibly
  incompatible version of NumPy 1.16.
