- Update to version 0.61b0.
   * Add support for Python 3.14.
   * Update opentelemetry-api dependency to 1.40.0.
   * Promote service.instance.id and service.namespace to stable.
   * Add Model Context Protocol (MCP) attributes and metrics.
   * Add JSON-RPC protocol attributes.
   * Add Oracle database and Oracle Cloud attributes.
   * Add new GenAI attributes for agents, retrieval, and cache
    usage.
   * Add Kubernetes service metrics and attributes.
   * Add Unix file descriptor and Windows handle count metrics.
   * Add Akamai, Hetzner, and Vultr to cloud providers.
   * Deprecate rpc.client.duration and rpc.server.duration in
    favor of rpc.client.call.duration and rpc.server.call.duration.
   * Deprecate several linux-specific memory metrics in favor of
    system.memory.linux.* attributes.
