Dirk Mueller 30701b4a45 - update to 5.8.1:
* Add release note about missing pbr.json fix
  * Avoid recursive calls into SetupTools entrypoint
  * remove explicit mock
  * Don't test with setuptools local distutils
  * Use context blocks for open() calls in packaging
- remove remove_mock.patch (upstream)

PBR is a library to automatically do a bunch of standard
things you want in your setup.py without you having to repeat
them every time. It will set versions, process requirements
files and generate AUTHORS and ChangeLog file all from git
information.
