Update to 1.16.0:

  - Fix overriding certificate_check(...) callback via argument
    to RemoteCallbacks(...)
  - Add py.typed
  - Fix discover_repository(...) annotation
Add const-parents.patch to fix FTBFS (gh#libgit2/pygit2!1324).
