* Update manylinux base image to manylinux_2_28 to fix
    CVE-2023-0464.
- Update to version 2.3.11
  * Improve executemany to get every batch result and check for
    the total query size (for #952).
- Update to version 2.3.10
  * Add get_cur_db() method to MSSQLConnection (PR #979).
