- Update to version 5.15.5
  * PyQtWebEngine.msp: Only enable QWebEngineClientCertificateStore
    when SSL is enabled.
  * PyQtWebEngine.msp: Removed the internal QtWebEngineCore
    namespace.
- Merge sip and api subpackage into devel, update requirements
