Accepting request 1314227 from devel:languages:python

- Update to 3.1.0:
  * Add support for Python 3.12 and 3.13.
  * Drop support for Python 3.7 and 3.8.
  * Require legacy-cgi on Python 3.13 or higher so WebOb works.
  * Skip testing the crypt module if it does not exist, like on Python 3.13.
- No longer skip build on Python 3.13.
