  * Do not install wheel and setuptools seed packages for Python
    3.12+. To restore the old behaviour use:
    - for wheel use VIRTUALENV_WHEEL=bundle environment variable or
      --wheel=bundle CLI flag,
    - for setuptools use VIRTUALENV_SETUPTOOLS=bundle environment
      variable or --setuptools=bundle CLI flag.
