Accepting request 1208011 from devel:languages:python

- Update to 1.8.0:
  * Added `on_reconnect` parameter to WebSocketApp to handle callback
    ambiguity
  * Improve handling of SSLEOFError and use reconnect bool
- Switch to pyproject macros.
