Characters in the netloc attribute that decompose under NFKC
normalization (as used by the IDNA encoding) into any of ``/``,
``?``, ``#``, ``@``, or ``:`` will raise a ValueError. If the
URL is decomposed before parsing, or is not a Unicode string,
no error will be raised.
