Dirk Mueller 73364494d6 - update to 1.3:
* Add --rawout option
  * Warn about non-ghost files in /var/run and /var/lock
  * Fix setting message type for reasons with badness threshold defined 
  * Use "declare -F" instead of "type" to check if a bash function exists.
