Update to 0.11.15 (changes since 0.11.13):

* v0.11.14 doesn't correctly save its config on Windows. This fixes that.
* Fix advanced option saving
* Update protocol package
* Update panic instructions
* Remove one of two emits of events.DeviceConnected
