Port the fuse_tarix FUSE filesystem from libfuse2 to libfuse3 (boo#1242192): add tarix-fuse3.patch (FUSE_USE_VERSION 31, fuse3 getattr/readdir/chmod/chown/truncate/utimens/rename signatures, drop the removed ftruncate op, pkg-config fuse3) and switch BuildRequires to pkgconfig(fuse3). Verified read + EROFS-write in a Tumbleweed container. (forwarded request 1361120 from pluskalm)
