- Add patch source-r58686:r58919.dif
  * Upstream fix for mpost/luatex btex/etex

- Make public wrapper change into mktex home directory if current
  directory is not accessible 

- Use -fsigned-char on non-Intel boxes for mendex and upmendex
  otherwise the sort.c results are wrong
- Reenable pygmentex as now with python3

- Update to TeXLive 2021
  * No poppler required anymore (hurray)
  * Uses its own xpdf based library
- Update to biber 2.16
  * perl(Unicode::Collate) >= 1.29
- Port patches mostly by correcting offsets
