- Remove antique 'Obsoletes' lines.
These packages are obsoleted since Leap 42.1 and some of them
now cause build issues in openSUSE Factory.

- Obsolete all language packages that are no longer distributed
(boo#952855#c41) and add support for it in supplementary scripts
- translation-update-spec-generate-lang-list.sh: Fix Obsoletes
generator.
- Drop many unneeded subpackages.

- Added translation-update.rpmlintrc.
- Small improvements of %build and %install to run faster with
cleaner log.
