e7330ca937 - Reenable cargo update in _service. 
- Reupload vendor.tar.gz with updated deps.
- Add `libgcc_s1` in BuilRequires in specfile.
- Increase physical memory size in _constraints file.
- Enable cargo tests.
- Enable all arches.
